Transparency by Design: Principles of Good Practice for Higher Education Institutions Serving Adults at a Distance were developed to ensure that higher education courses and programs for adults learning at a distance are of high quality and readily accessible. Distance programs are those that enable the student to learn at any time and in any place and serve adult learners at a distance, including learners who have traditional options but find online delivery more convenient.

The Access Conundrum: Discussion is expected to address the issues of interstate program delivery, recognition of various forms of accreditations, the expectation and needs of state regulators, and the prospects for a uniform national compact for crossborder delivery of online education.
The Credibility Challenge: This panel will discuss the question of how can accreditors and regulators in states agree on quality measures in the process of evaluating online education providers and their programs. Outcome and assessment metrics, issues of transparencies, and indicators of quality will be addressed.

Issues that have arisen from the widely held concern that institutions that offer educational instruction by means of distance and extended learning are inhibited by at least three significant detrimental forces:

• Advancing a Compact for Multi-State Endorsement of Accreditation of Institutions
• Adopting Principles of Practice in Learning Outcomes
• Implementing a Strategy for Outreach to Engage Policy-Makers

Identifying Regulatory Changes Necessary to Conduct Educational Commerce in a Knowledge Based Economy and to identify changes to current statutes, rules, and regulatory practices that will enhance our ability to serve students within the online learning environment.

It is the intention of this group to accomplish the following outcomes:

• Create a strong and enduring voice with policy makers to gain adoption of a set of policies that enable full access to federal financial aid and learning opportunities for adult students -- especially those who choose to learn at a distance.
• Create a list of required changes to current statute, rules, and regulations (Title IV, Pell Grants, etc.) that will enhance federal financial aid to adult learners and permit them to receive full benefits from federal tax incentive programs.
• Develop a work plan for the continuation of our efforts to develop a campaign focusing policy makers' attention upon the emerging national crisis in higher education and the economy.

• Identifying service and support issues of distributed learners
• Defining criteria for setting priorities
• Imagining future enhancements to the state-of-the-art
• Finance and investment sources
• Measures of success/tracking accountability

• Identifying current and emerging student/client support issues affecting student success and program outcomes
• Summarizing exemplary models of seamless student support
• Determining the appropriate "learning products" to invest in for the future.

• Addressing accreditation issues with respect to regional, national, and global educational service delivery
• Marketing institutional image and preserving quality in programs and services
• Recommending new accreditation models for determining and introducing quality measures within the accreditation process
