Access to Learning
Online learning provides an opportunity for students to learn across distance and time. Students can attend a course anytime, from anywhere. The goal of Access to Learning is to increase awareness of the key role online learning plays in helping our students and workforce meet the challenges of a competitive global economy. Online learning provides the access, flexibility and affordability to meet the demands of busy professionals, working parents and military and emergency personnel.
Transparency by Design

Transparency by Design is a groundbreaking initiative, conceived by the Presidents’ Forum, to assist adult learners in becoming educated consumers of higher education and lead universities and colleges toward greater accountability and transparency.
State Authorization Reciprocity Agreement (SARA) Progress Report
With support from the Lumina Foundation for Education, the Forum initiated the Multi-State Reciprocity in Postsecondary Approval and Regulation project to create a common template for the substance and processes of state approval, and, with the assistance of the Council for State Governments (CSG), to draft and educate policy makers about the benefits of model compact legislation that might support increased reciprocity and efficiencies among the states.
The Commission on the Regulation of Postsecondary Distance Education continues to advance this project and has prepared a preliminary report Advancing Access through Regulatory Reform: Findings, Principles, and Recommendations for the State Authorization Reciprocity Agreement (SARA).
